Solar energy is not distributed evenly by latitude. Warm equatorial air rises and cooler air descends elsewhere, but continents, seasons, waves and eddies prevent the actual atmosphere from becoming a set of perfect rings.
The six broad overturning cells are a useful zonal average. They explain persistent trade winds, mid-latitude westerlies and polar easterlies; they do not predict the weather above a particular street.
